"gnome-control-center" don't have "user-accounts" module. There's a desktop icon in /usr/share/applications/gnome-user-accounts-panel.desktop, but if you try to run the "Exec" value in terminal, the error is:
** (gnome-control-center:10262): WARNING **: Could not find settings panel "user-accounts"
** (gnome-control-center:10262): WARNING **: Could not load setting panel "user-accounts": Unknown error
I believe this is because Trisquel uses "Users and Groups" instead. For me, this shows up under System Settings.
