Is UEFI really nonfree?

Earlier this week I posted a forum thread on the "Trisquel Users" branch about having a persistent by default Trisquel ISO like the Raspberry Pi Debian ISO. My reasoning was that so I could boot into both BIOS and UEFI with it as opposed to when I use a full install.
That got me thinking straight out of the box: Is UEFI a nonfree firmware?
